The center hub rotating assembly (CHRA) houses the shaft that connects the compressor impeller and the turbine. It also needs to contain the bearing system to suspend the shaft and allow it to rotate at a very high speed with a small amount of friction. The CHRA has an entry and exit point for engine coolant.
