No, this converter (45-43770 1V) is not legal for sale or use in CA or anywhere else that requires California emissions. We have a direct-fit CA-legal replacement converter for all 1998-2001 Prelude available here:

It's a little confusing, but this catalytic converter (45-41998 1R) is for models that were originally sold with the CA emissions package, but this replacement is not actually certified for sale or use in California or anywhere else that requires CARB approval. You would use it if your truck has the CARB emissions package, but you live somewhere that doesn't require that emissions standard.
