You don't necessarily need the syringe, but you do need to inject some oil into the center bearing of the turbo before you install it, and the syringe makes it a lot easier.

If you're looking to add a turbo to your vehicle, you would also need an exhaust manifold, all the intake components (including the intercooler and vacuum parts), likely some larger fuel injectors, and a custom tune to make it all work reliably. This will also affect your vehicle's reliability, fuel economy and ability to pass any emissions testing. Flyin' Miata and Goodwin Racing both make turbo and supercharger kits for Miatas that are very well-regarded; that might be a good place to start your search.

The turbo and intercooler are two different parts, not a single assembly, but every vehicle that this turbo fits is also equipped with an intercooler, usually tucked right behind the bumper.
